It is a about an ordinary guy who had a dream of loveliness and hope but woke up to the fact he was a bank teller with little hope of anything. Jeff Lynne wrote the song to prove something to his dad who said the problem with your bloody tunes is they don't have any tune. His father did agree that this song certainly had a great tune.
